No, you do not need to register (by which we mean put anything into the meter) the Electric Key or Gas Card to the Pre-Payment meter at a property before getting an RTI code / debt clearance.

Once you get the code, you can top up in the PayPoint store so when you put the Electric Key / Gas card in the meter the debt will be cleared and the meter will have money on that can be spent through the top up.
